Child & Youth

Child Development Centers provide full- and part-day early care and education services for children ages 6 weeks through preschool (or until the child enters Kindergarten) in a center-based learning environment.

Both centers are accredited or pursuing accreditation from the National Association for the Education of Young Children. The Center also holds Department of Defense certification and participates in the USDA Child and Adult Care Food Program for breakfasts, lunches and afternoon snacks.

CDC professionals use The Creative Curriculum and Teaching Strategies to provide developmentally appropriate activities that nurture children socially, emotionally, physically and intellectually to reach child development milestones and school readiness skills.

Eligibility

CDC facilities are open to children of active-duty service members, active reservists, Department of Defense employees and DoD contractors. The sponsor must provide proof of eligibility and employment.

Hourly services

Hourly care is available on a first-come, first-served basis for children 6 weeks to 12 years old. New patrons must complete a registration packet before using the online system. Download a registration packet here or pick one up at your local center. Please call the CDC for the hourly rate.

As a vital function of Navy Child and Youth Programs, School-Age Care is an ongoing program at the Billy the Kid Youth Center, which is accredited by the National Council on Accreditation. The SAC program operates Monday through Friday from 5 to 8:30 a.m. and from 3 to 7 p.m. (excluding federal holidays) and includes supervised activity for children, ages kindergarten through 12 years old before and after school, early school dismissals, parent-teacher conferences, in-service teacher days and snow days.

Eligible participants are children of active-duty, active reservists, DoD civilian employees and full-time U.S. Naval Academy contractors. Activities include arts and crafts, indoor/outdoor games, homework time and an afternoon snack. Activities also include camps during summer, winter and spring breaks and monthly birthday parties.

Summer camp

The SAC Program operates a 10-week summer camp from early June through the third week of August each year. Children enrolled in the SAC Program during the academic year have priority when registering for Summer Camp. Activities range from cultural and educational projects to sports and daily swimming. A weekly field trip is included in the cost of the program. Fees are based on total family income.  For details on SAC or summer camp, call the School-Age Care program.

Monthly birthday parties

Monthly birthday parties are hosted by the SAC program at various locations in and around Annapolis. The SAC program provides limited transportation and any late signups must be carpooled by their own parents to/from the party location.Children with birthdays

Billy the Kid Youth Center

Billy the Kid Youth Center provides a wide range of recreational, social and educational activities for children from 5 years old (and in Kindergarten) to 18 years (must be in high school).Programs include School-Age Care, leisure skills development classes, special themed events and field trips to area attractions. A 10-week camp for children entering first grade through 12 years old is held in the summer. There are also teen activities that range from a cooking club to physical fitness workouts.

During the school year, the Center offers offers homework help from 2:30 to 5:30 p.m. for middle school and high school kids with a YC membership. They may use the computers with Internet connection, TV/DVD, and video games.

Membership for the Youth Center is free and includes all open recreation activities (membership forms are available at the Youth Center). The Center is operated by Child and Youth Programs. The Center is accredited by the Council on Accreditation and is also a Member Affiliate Organization of Boys and Girls Clubs of America.

Sports Programs

Youth Programs offers two sports leagues (T-ball and soccer) and a winter basketball clinic that encourage fun and sportsmanship. A fee is charged for each league and includes a jersey and a trophy which is awarded at the post-league jamboree and awards ceremony.

Volunteer coaches are needed for each league.  Experience is not required but is helpful. The Youth Center staff will train volunteer coaches, as needed.

Military families have access a Department of Defense (DoD) website designed to request fulltime child care. MilitaryChildCare.com  (MCC) provides a single online gateway for families to access military-operated or military-subsidized child care options worldwide across all services. The site enables families to create a household profile, conduct child care searches, submit requests for care and manage their requests at any time and from any location. Online payments

Existing CYP customers may log onto https://myffr.navyaims.com/ndwcyms.html  to pay balances, make hourly care reservations, update their CYMS HH and event print tax statements. 

The School Liaison Officer (SLO) works to connect commanders, educators and parents. The SLO serves as the subject matter expert for K-12 education issues. The SLO's primary function is to provide transition support to military and DoD-eligible families with school-age children to ensure smooth transitions between schools and positive educational experiences. The SLO can provide numerous resources to assist families, educators and commands in their efforts to create positive and supportive educational environments for military children.

Navy School Liaison Officers Provide Seven Core Services to Assist Families:

  1. School Transition Services (PCS Cycle): School Liaison Officers assist families with school transfers and help “level the playing field” for military children and youth.
     
  2. Deployment Support: School Liaison Officers connect educators with the Navy deployment support system to inform them about the cycles of deployment and the tools available to assist educators in working with Navy children.
     
  3. Command, School, Community Communications: School Liaison Officers serve as subject-matter experts for installation commanders on K-12 issues, helping to connect command, school and community resources.
     
  4. Home School Linkage and Support: School Liaison Officers assist Navy families by gathering and sharing information on home schooling issues, policies and legislation from local school districts, and help leverage Navy Child and Youth Programs resources to support these families.
     
  5. Partnerships in Education (PIE): PIE creates a volunteer network of resources to support installation and community members who have a vested interest in the success of all youth. The role of the School Liaison Officer  in the PIE program is to serve as a conduit between Navy commands, schools, and CYP to establish relationships among the individuals and organizations involved in PIE initiatives such as “Adopt-A-School,” Career Day speakers, “Saturday Scholars,” and job Shadowing.
     
  6. Post-Secondary Preparations: School Liaison Officers leverage installation and school resources to provide graduating military connected students with access to post-secondary information and opportunities.
     
  7. Special Needs System Navigation: School Liaison Officers provide information about installation and community programs and services, make referrals to the Exceptional Family Member Program, and offer assistance in navigating the administrative systems within local education agencies. 

Permanent Change of Station

If your family is planning a PCS move, don’t forget to formally withdraw your child(ren) from their school. In most cases, you will receive a withdrawal or transfer packet with important information from your child’s school file that will make it easier to enroll in the new school. Moving OCONUS with school aged children? DoDEA’s online registration system allows parents to pre-register their dependents for school in a secure online environment. This system is also beneficial in providing the receiving schools with advance awareness of student enrollment. Pre-register your child for school today through the online registration system.

 

The Non-DoD Schools Program (NDSP) provides support and funding for the education of authorized command-sponsored dependents of military members and Department of Defense (DoD) civilian employees assigned to overseas areas where no DoDEA school is available within the commuting area. At these locations, DoDEA supports a variety of options for children ranging from home school programs to public or private schools. Approval for the enrollment of an eligible minor dependent of a DoD sponsor must be obtained from DoDEA NDSP office prior to enrolling a child in a non-DoD school. Child Development Homes provide a warm, family setting in which children 6 weeks to 12 years old participate in developmentally appropriate learning activities. The children are able to build a trusting relationship with a provider who fosters their curiosity and creativity, provides guidance and gives them the hugs they need. Some providers offer drop-in (hourly) care on weekends and evenings. The program is available to children of active duty service members, active reservists as well as Department of Defense employees and contractors.

Providers do not need to be affiliated with the Department of Defense (anyone is eligible to become a provider) however providers must serve DoD children. Providers are trained to provide the same high standards of care in their homes as in the Child Development Center. Homes, located on base and in the local community, are monitored and inspected monthly to ensure they meet the Navy’s child care standards. Child Development Homes hold Department of Defense certification and participate in the Maryland State Department of Education (MSDE) Child and Adult Care Food Program (breakfast, lunch and an afternoon snack).
